Budget Analyst

Incumbent coordinates institution budget development with program managers using analytical comparisons to historical cost data and justifications for major deviations for the current year, budget year, and future year estimates for submission to the Regional Comptroller. Incumbent analyzes and projects data within the confines and parameters of the Financial Management Information System (FMIS) to assess budget execution and expedite the reallocation of the financial plan, requests for major reprogramming, or request of supplemental funding by the region as appropriate with alternatives, justification, and explanation of cause. Interprets Bureau of Prisons Budget Policy within the guidelines set by Congress, OMB, DOJ, and GAO. Incumbent provides guidance on Bureau appropriation principles governing the use of BOP appropriated and non-appropriated funds. Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and are performed on a regular and recurring basis. 1 year of graduate-level education or superior academic achievement. NOTE:

Experience:
GL-05:
Three years of general experience, one year of which was equivalent to at least the next lower grade level. General experience is progressively responsible experience gained in administrative, professional, technical, investigative, or other responsible work. Some examples of qualifying experience are:
Experience in analyzing problems to identify significant factors, gather pertinent data, and recognize solutions. Experience in planning and organizing work. Experience in communicating effectively orally and in writing. GL-07:
You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience are:
Experience in monitoring, reviewing, and adjusting financial obligations. Experience maintaining account payable files. Experience making adjustments to fund control and assisting cost center managers with fund control and FMIS. OR Combination of Education and
Experience:
Have a combination of education and experience. This experience must have equipped you with the qualifications to perform the major duties of this position as described above. Credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
